GOPIO CONFERENCE OF WESTERN HEMISPHERE - ONLY TWO MORE WEEKS LEFT FOR THE CONFERENCE IN SURINAME

The GOPIO Suriname, a chapter of GOPIO International based in the USA, is organizing a conference on "World Peace, Development and Integration through Indian Diasporic Cultural and Commercial Linkages" in Paramaribo, Suriname, the first ever conference by GOPIO in the Caribbean region. The planning has been on-going for the last few months and the time to be part of it is just about here.

The conference will formally launch on August 21 in Paramaribo, Suriname and conclude on August 25, 2005. Hon Jagdish Tytler, Government of India Minister for Overseas Indian Affairs will travel from India to deliver the inaugural address.

The Government of Suriname is fully supporting the conference. The Hon President of Suriname Dr. R.R. VENETIAAN will officially open the conference on August 22, and the Hon. Vice President Ramdin SARDJOE will deliver the closing address. Some luminaries of the PIO community will also be participating in the conference. Guyanas President Hon Bharrat Jagdeo is expected to address the conference.

As the conference theme indicates, the primary purpose is to promote peace, development and integration on a global level through active linkages in culture and commercial enterprises throughout the Indian Diaspora. The conference is the first of its kind in the Caribbean Region and will focus on crucial aspects of people of Indian origin (PIOs) who live and conduct businesses in multi-ethnic societies as in the Caribbean area, and other newly settled countries as well. The program includes 4 separate and appropriately structured sessions of presentations and panel discussions on the topics pertinent to the theme

The two-day conference will be preceded by GOPIO International mid-year global meetings on GOPIOs accomplishments, current activities, plans and schedules. The conference package includes evenings of dinner accompanied by full cultural presentations by local and (international) performers. The conference will be conducted in English.

The PIO leaders and the volunteers have been working diligently to deliver an event unlike any in the recent past. We encourage community activists all over the globe to attend the conference and also learn first hand how our brethren faced hardships in settling in a foreign land under harsh conditions with a strange language, stranger customs, culture and traditions, and still preserved their own religion, customs and cultural traditions. Those people who have particular interest in the Indian diaspora won't want to miss learning how these hard working children of Bharat Mata, coming as indentured labor, have in just three generations, learnt to live and conduct businesses in multi-ethnic societies and have climbed the economic and political power ladders and gained educational attainments, said Harold Ramdhani, organizer of the conference.

The GOPIO team has dedicated their time, energy and financial resources to plan the program that features some really unique dynamics. The organizers have planned various sessions in such a way that the subject matters are explored and deliberated in meaningful and productive discussions, with notable speakers of relevant expertise. It's not that you need convincing from us, but we think that you should come, meet and interact with dignitaries and delegates some of whom could be very inspiring and their success worth emulating. Everybody at every level needs their belief bucket filled. This conference is absolutely going to be the key for giving you some momentum, said Inder Singh, President of GOPIO International.

Networking with delegates from other countries could be a beneficial experience worth treasuring. Some delegates with passion, posture, conviction and enthusiasm will be looking for people like you to establish contacts, and even discuss growth of their businesses. If there is one thing you come away from this conference with, it's the personal satisfaction that the new contact or new knowledge could help you achieve your desired goal and give you more of an opportunity for the dreams you have set for yourself.

Please act promptly and register for the conference right now by sending an email to Harold Ramdhani at HAROLD.R.RAMDHANI@ramsholding.sr, or by telephone at 597-856-3063 or Ashook Ramsaran at 718-353-1900 or by email at Ramsaran@aol.com.

Following the Suriname conference, a delegation plans to visit Georgetown, Guyana where the delegation will call on President Bharrat Jagdeo and meet other officials as well as interact with business people and community activists. A second stop for the delegation will be Port of Spain in Trinidad and Tobago. Please contact Ashook Ramsaran, if interested to become part of the delegation. Those traveling from the USA, may contact Ramesh Kalicharan (718-291-9090) of Kali Travels and Tours of New York who has a special air package deal for GOPIO delegates.

Suriname, a former colony of the Netherlands, a relatively small yet progressive country, is located on the northern coast of South America with a population of 425,000 of which approximately 37% (150,000) are descendants of Indians brought as indentured laborers to work on the sugar plantations during the latter half of the 19th century. It is situated between Guyana and French Guiana, with its capital city of Paramaribo which is readily accessible by air from all major cities in Europe, North America and the Caribbean.

We look forward with enthusiasm to your attendance and participation at this conference where we have made every effort for your trip and stay a truly productive and memorable one, said Harold Ramdhani, Secretary of GOPIO Suriname and Conference Program Coordinator. We encourage you to visit and enjoy the warmth of our hospitality and tropical climate as you participate in the conference, Ramdhoni added.

NRIs CAN BE A HIGHWAY FOR INDIAs SUCCESS

Indias Prime Minister Dr. Manmohan Singh, while on a State visit to the USA, called on the Indian community in the US to become a veritable highway for a two-way flow of ideas, technology and capital and thanked them for their contribution in promoting India's emergence as a force to be reckoned with globally.

"It is your creativity, your knowledge, your enterpreneurship and work ethics that has helped to greatly transform the image of India in American minds. You embody the knowledge partnership between us, whose broadening will surely make Indo-US ties one of the principal relationships of the world," Dr Singh said.

"I expect you to do more for the development of India as you could facilitate the two-way "flow of ideas, technology and capital" between India and the US," added Dr Singh while addressing an approximately 1500-strong crowd of Indian Americans at the Marriott Wardman Park Hotel's ballroom in Washington DC on July 19th.

GOPIO CHAPTER OF S.E. LONDON, KENT AND ESSEX INAUGURATED

The GOPIO International has widened its base in Britain with the formal inauguration of the London, Kent and Essex Chapter on 22nd July. The inauguration was done at the Nehru Centre - the cultural wing of the Indian High Commission in London.

The event went ahead as per schedule, despite the disruptions caused to the transport network in London following the terrorist attacks and subsequent events. As a mark of respect and solidarity by the Indian Diaspora, a One Minute Silence was observed in memory of the victims of last months terrorist bombing in London, before the start of the official inauguration.

The conceptual foundation of GOPIO Kent and Essex Chapter was in fact laid in Brussels on 4th. October last year when Mr. Raj Lakha, a Security Expert in profession and a community leader in practice, attended the GOPIO Conference and had discussion with GOPIO International leaders about the need for having another GOPIO Chapter in UK. Raj Lakha, who was instrumental in organising the event while welcoming the delegates expressed full optimism that GOPIO Chapter will play an effective role and serve the Indian community to help and unite them. Mr. Pavan Varma, the Minister for Culture and Director of Nehru Centre, in his inaugural address said "London is a vibrant multicultural city and it is very appropriate that GOPIO is launching itself here. The Indian Diaspora with 20 million people all over the world, with net worth of several hundred billion dollars has made their mother country proud. Currently Britain is one of the largest investor in India and India is emerging as an important investor in Britain." He added, "The Indo-British partnership is very strong and forums like GOPIO can further enhance this partnership through people to people contact."

Stefan Kosciuesko, Chief Executive Asia House, which is the Secretariat of the Indo-British Partnership (UK Govt) gave a presentation on the trade relations between London, Kent & Essex and India. Allison Burton, Director of Prevista Ltd, outlined the services offered by the organization in the areas of social, economic and cultural development. Povista also provides a range of learning materials specifically designed for business start-ups, and the owners and managers of small businesses. Kamaljeet Jandu, Commissioner for the Commission for Racial Equality and Manager at Ford UK and Jasbir Singh Sachar, Vice President, GOPIO (Europe) also made presentations at the meeting.

The meeting unanimously elected Raj Lakha as the President of the organization. Raj had already made a vigorous campaign, which led to this inaugural function. Vaibhav Shukla, of ALMT Legal, the Indian Advocates in London has been elected as the Vice President. ALMT acts as Indian advisers to UK clients and provide assistance with Indian legal issues. They often play a crucial role in bridging the cultural gap in respect of the varied linguistic and working ethics prevalent in cross border transactions. Philip Abraham was elected as the General Secretary. Philip is the Editor of India Links, a forward thinking monthly newspaper for the Indian community in the UK. In addition, preparations are underway to the Executive Team and most encouragingly both men and women, young and senior have expressed an interest in becoming members. The full team will be in place by August.

The Chapter has already planned to organize a series of events which include a meeting on Banking, Tax Planning & Venture Finance: A Guide for PIOs in London & the South East of England. The Event is being sponsored by the Bank of Scotland. The venue and date is being finalized. To attend next GOPIO function in London or to become a member, contact Raj Lakha at r.lakha@netsite.co.uk

BRUSSELS CONFERENCE TO CEMENT ECONOMIC COOPERATION BETWEEN EUROPE AND INDIA

The Conference on EU-India Strategic Plan: Enhancing Trade and Investment to be held in Brussels in the European Parliament on 9 November is receiving wide interest amongst European and Indian business leaders. The Conference is being organized by the Europe India Chamber of Commerce (EICC) in association with Commonwealth Business Council (CBC) and Global Organization of People of Indian Origin (GOPIO).

Conference will address the need for India and the EU to strengthen the existing framework by making trade and investment as the corner stone for developing stronger relations. The Conference will provide a platform to provide vital inputs and guidance in the elaboration of a fully-fledged EU-India Business Network Program with co-operation from various chambers of commerce. The Conference will also discuss difficulties that lie on both sides of the continents including institutional weakness in Indias investment policies. The Conference will afford participants opportunities to share their vision and perception.

The conference objective is to build better relationship by exploring these dimensions through discussion and exchange of ideas among high profile business leaders and policy makers in Europe and India. The Strategic Partnership Agreement between European Union and India signed last year adds new dimension in Indias relations with the European Union and represents a fundamental change in how the two approach the geo-political and economic relationship. Although Conference registration is free, the EICC expects only those who have interest in the subject and who are serious in developing Business networking between Europe and India are requested to register. NEWS ROUND-UP FROM NEW DELHI

 By P.N.A. Tharakan, New Delhi

The 22 million Overseas Indians, covering both the NRIs and PIOs, and spread over 110 countries, have something to smile about! The newly created Ministry of Overseas Indian Affairs (MOIA) is living up to its promises. One by one and at a fast pace even as the full compliment of officials are yet to be in place at the swanky and plush carpeted new office at Akbar Bhavan in Chanakyapuri, home for all the foreign diplomatic missions. Akbar Bhavan, earlier a government owned five star hotel, and now used as part of the Ministry of External Affairs is close to the Hotel Ashoka, Prime ministers House with the South Block and North Block, Prime ministers office and the office Finance Ministry not far away.

FOURTH PRAVASI BHARATIYA DIVAS TO BE HELD IN HYDERABAD

The single biggest achievement of this nascent Ministry is its decision to hold, without a break, the fourth annual jamboree of Overseas Indians called Pravasi Bharatiya Divas in January 2006. Hyderabad, capital of Andhra Pradesh has just been chosen as the venue for this a three-day meet on the scheduled dates of 7, 8 and 9. This will be the second major engagement for the new Ministry headed by Minister Jagdish Tytler, who was exposed to the problems of Indian Diaspora at the 2005 PBD in Mumbai. The earlier two annual meets were held in Delhi.

WHY HYDERABAD AS THE VENUE?

According to Minister Tytler, Hyderabad has been chosen in view of its position as a prominent historical, cultural, and commercial center. It is also a leading IT, biotech and high-tech destination. Andhra Pradesh has a large overseas Indian population with well-placed professionals all over the world, and emigrant workers mostly in the Gulf.

Better connectivity has also been cited as one of the main reasons for choosing Hyderabad as the venue for the 2006 PBD with the Minister himself with his small band of officials visiting all the choice venues. Jaipur, it appears, was a hot favorite, but the comparative connectivity, and the winter made it lose out to the South, which in any case was a serious contender with all earlier sessions so far held in Delhi and the last one in Mumbai. The Ministry wanted to keep its commitment of rotating the PBD among various cities and regions to expose the country in totality to the OIs, who normally visit only their home states.

While the last PBD at Mumbai was an opportunity for the Government of India and the industry represented by FICCI as a partner, to strengthen the inter-action between Overseas Indians and India, the Hyderabad session in 2006 will give an ideal and effective forum to take stock of the situation and make all concerned accountable. The New Ministry, gaining importance and acceptance in all corridors right from the PMO, is apparently gearing up itself to give its own balance sheet of the promises and actions for one year.

Already, the new Ministry has wrapped up its annual report for 2004-2005, quite a feat considering the logistical and infra-structural bottlenecks in putting together altogether a Ministry. This is particularly when nothing on overseas Indians could be decided without the MEA coming into the picture. This is an umbilical chord, which cannot be cut so easily and early. Symbolically, even the office of the Joint Secretary in charge of Overseas Indians, who co-ordinates issues involved in the PBDs, is located neither in the MEA nor at MOIA. It is near a Supreme Court building. Why not Akbar Bhavan will be a plain question that any visitor, particularly an OI will tend to ask. Answers to this innocent question will determine the future of the Ministry, which at present, is being geared up by a high profile minister, who has access to the PMO to move things and settle issues pending for long.

The annual report, though thin in a mere 27 pages, reflects the determination of the young ministry to project itself as the single-point service provider for the Indian Diaspora. The team of officials-- a secretary, two joint secretaries (one from MEA and the other from the Labor Ministry as the Protectorate General), Officer on Special Duty, Personal Secretary to the Minister, and a deputy secretary with temporary outsourced hands are struggling to cope with the enormous load of work ahead. Three joint secretaries are to be in place along with a full compliment of other supporting staff on deputation soon.

Already, delegations and individual NRI or PIO visiting the capital drop by and the Minister has kept himself open for overseas visitors. A website and for up to date information on developments of interest to OIs is under making. MOIA is ideally poised to be the most happening place in the capital soon, depending on the suggestions, tasks, and feedback that OI organizations and NRIs and PIOs individually can come up. The agenda is yet to be drawn up.

TENTATIVE PROGRAM

Cultural evening by Diaspora youth groups on January 6 evening will mark the curtain raiser for the three day session that will be inaugurated next day morning by the prime minister as in earlier meets. The President of India will confer the Pravasi Bharatiya Samman Awards on the concluding day on 9th at the valedictory session followed by a grand finale- of Cultural Evening and Light and Sound Show. On the inauguration day on 7th itself, Minister Jagdish Tytler, MOIA will engage the delegates, with the next day devoted for presentations by a few state governments and a working session on investment, education, health-care, rural development and other selected areas.

A RARE EXOSURE FOR THE SOUTHERN STATES

The 2006 PBD will be a rare opportunity to show case the achievements of a progressive state in South India, which has rightly earned its place to be a platform for the Diaspora with three large cities in the South - Bangalore, Kochi and Chennai - giving strengths to the Diaspora with its IT talents and trained migrant work force. Chennais East Coast Road on the Mahabalipuram is fast catching up with Bangalore attracting a large number of IT companies with Kochi also in the fast-track with the proposed the Smart city of Dubai IT Park.

WORLD-CLASS CONVENTION CERNTER

The inaugural session will be held at the world class Cyberabad Convention Center while the Shilpakala Vedika at nearby Madhapur will be the main venue for plenary and other sessions. The Shilparamam art complex will be the location for cultural programme and art and craft displays from various states. The HITEX complex will host the trade, business, banking and investment stalls showcasing leading projects inviting Overseas Indian participation.

NO DECISION YET ON INDUSTRY/BUSIENSS PARTNER

There is silence on who is likely to be the partner for the Hyderabad event. Will the Ministry go with the Federation of Indian Chamber of Commerce (FICCI), which had sponsored the earlier PBDs or will it look for other chambers? Like in the case of alternating venues region or city wise? No decision yet, even as the outfit in FICCI is busy holding an exhibition in Pakistan.

ACHIEVEMENTS IN ONE YEAR

The single biggest achievement since the Ministry was formed is how it has defined the Diaspora itself. Overseas Indians, covering both the NRIs and PIOs has come to stay in the official and common parlance. Opportunities for the OIs for involvement in their home country in various priority fields have been identified, besides a special attention paid for the welfare of emigrant Indian workers with an integrated Smart card under preparation

DUAL CITIZENSHIP

The Ministry has carried out the Prime Ministers announcement at the 2005 PBD that the dual citizenship facility would be thrown open to PIOs of all those countries, which allow dual citizenship (except Bangaldesh and Pakistan). An Ordinance has recently been issued by the Ministry of Home Affairs (MHA) that all Overseas Indians who migrated from India after January 26 1950 are eligible for dual citizenship.

Procedure for registration of overseas citizenship with simplified application forms have also been initiated by the MHA. All details pertaining to the dual citizenship are being processed and put on the MHA webswww.mha.nic.in

MOIA has this co-ordination with the MHA on the one hand and MEA on the other hand to deal with the Missions abroad.

VOTING RIGHTS FOR OVERSEAS INDIANS HOLDING INDIAN PASSPORTS BEING CONSIDERED

The Government of India is considering a proposal to allow overseas Indians holding Indian passports to vote in the elections in the country, Overseas Indian Affairs Minister Jagdish Tytler told the Rajya Sabha on July 29,  while intervening in a discussion on the Citizenship (Amendment) Bill which was later unanimously passed by the House.

Those who are holding Indian passports, if they were present in the country at the time of elections, are being considered for voting.  But this is subject to  clearance by the Election Commission. "We are very seriously considering the proposal made by political leaders from
Kerala in this regard," Tytler added.

The Bill, which replaces an ordinance issued on June 12, provides for dual citizenship for People of Indian Origin and Non-Resident Indians from 16 countries excluding Pakistan and Bangladesh. But the Bill makes it clear that People of Indian Origin and NRIs entitled to dual citizenship would, however, not have the right to franchise or seek elections to Parliament or State Assemblies. The dual citizenship facility was mainly for hassle-free and frequent entry into the country.

Winding up the discussion, Minister of State for Home Sriprakash Jaiswal said laws in 71 countries allowed dual citizenship and the government would gradually extend this facility to overseas citizens of India in course of time. But in case of Pakistan and Bangladesh, he said, the dual citizenship was not being considered as at the time of partition the people had voluntarily opted to become citizens of those countries. PIOs and NRIs in other countries had gone there in search of jobs and were still emotionally attached to India and were keen to contribute to the development of the country, he added.

NAVIN RAMGULAM IS NEW PRIME MINISTER OF MAURITIUS

Navin Ramgoolam was officially installed as Indian Ocean Island's New PM last month after clinching victory in the weekend legislative polls with 38 seats out of 62.

Announced by the National Election Board of this Country with 1.2 million population, which was discovered just over 4 centuries ago tobe ruled by three different European powers in succession, populated by indentured laborers brought over from India and Africa. It is a land where a traditional north-Indian thaali is served with a Gallic twist, a place where Bihar meets France with charming and unconscious ease.

Ramgoolam, 58, has reoccupied the premier's seat after loss in 2000 election to French-speaking Paul Berenger. Two-thirds of the Island (70%) population in Mauritius is of Indian origin, mainly Hindus. Mauritius is the only country where people of Indian origin, constitute a clear majority. "Mauritius' past, present and future are all linked to India.

Eight seats in the 70-member National Assembly will be nominated by the Electoral Board under the so-called "best losers" system, which rewards high placed also-rans. Ramgoolam's father, Seewoosagur Ramgoolam, who was the isle's first president from independence in 1968, lost the seat to Sir Aneerod Jagnauth, the current president, in the country's 1982 elections. The shift of power in Mauritius has been a continuous musical chair affair between alliances of convenience and close families, between socialists and right-wingers.
