GOI Launches Website to Facilitate in Tracing Ancestral Places in India

From time to time government of India receives requests from Persons of Indian Origin for assistance in tracing their ancestral places and next of kin in India.  Such requests have emanated basically from the descendants of the persons who left Indian shores as indentured laborers in the second half of the 19th century or in the early decades of the 20th century to such far off places as the Caribbean, the African continent, Mauritius, Fiji etc.  .

In order to address these queries, we have launched a website www.indianroots.nic.in on 24.3.2003.  The site was inaugurated formally by the President of Guyana Shri Bharrat Jagdeo on 24th March, 2003 during his visit to his ancestral village thakurain ka Purwa located in Chatrapati Shahuji Maharaj district (formerly known as Amethi) of Uttar Pradesh.

The website www.indianroots.nic.in is designed to address queries from the members of the Indian Diaspora on their ancestral roots in a systematic manner, in an interactive mode by developing a data-base through a questionnaire, transmission of the data to the administrative units in the relevant places in India and to share the feed-back with the originator of the query.

Other websites of interest to the Indian Diaspora are as follows:

http://www.indiandiaspora.nic.in (High Level Committee Report)

http://www.indiaday.org (For Pravasi Bharatiya Divas)

http://www.indiadevelopment.org (For NRIs and PIOs interested in playing a role in development of India)

GOPIO ORGANIZES A DAY-LONG SEMINAR IN BELGIUM

Global Organization of People of Indian Origin (GOPIO), Belgium, in association with the Indian Embassy in Belgium, organized a Seminar on India - Opportunities Unlimited in Brussels on 4th. December, 2003.

The seminar aimed to generate awareness amongst the European community about the dynamism of the Indian economy and the new investment opportunities that have opened up. The Seminar was attended by industrialists, social organizations, Research Institutes, representatives from the European Commission, Belgian Government, private entrepreneurs, ILO Geneva, diplomats from various Embassies in Belgium including the Charge DAffaires of Malaysian Embassy and Journalists from France and Netherlands.

Welcoming the participants, GOPIO Belgium President Sunil Prasad said that India has rapidly moved up into the rank of the front runners of the rapidly growing countries. Skilled managerial and technical manpower that matches the best available in the world and a middle class whose size exceeds the population of the USA or the European Union, provide India with a distinct cutting edge in global competition.

Speaking as Chief Guest, Prof. Dr. Tilag Viegas of the Directorate of the European Commission said that the EU and India have recognized the need for a joint effort to tap the potential for substantially enhancing the current low levels of trade and investment. The focus should now be on sectors considered important to potential investors and traders. He said that the Sixth Framework Programme ( FP6 ) is the EUs most important programme for research cooperation and said that India has already signed on to be a stakeholder in the Galileo system to the tune of about $ 300 million.

Describing India as a 'land of great investment opportunities', Mr. R. P. Agrawal, Charge DAffaires of the Indian Embassy chairing the Inaugural Session exhorted the aspiring entrepreneurs in Belgium to seize the opportunity and said that India is perhaps incomparable in the world. The eyes of the world are on India, business opportunities are unlimited and economic reforms have unshackled the chains on creativity and innovation.

Ms. Neena Gill, Member of the European Parliament whose paper on India as Information Technology Superpower: Challenges and Opportunities through Partnership and Alliances argued that becoming a large supplier of skilled resources or creating a large consumer market in itself was not enough to bring about investment in India. In her opinion, India to justifiably earn this distinction would not only need to make a significant contribution to the world economy but would also require to generate not a few but several successful global companies.

Lauding India's economic progress, Mr. Nirj Deva, Member of the European Parliament, speaking on India of Tomorrow: Presenting Opportunities for Investment said the India was emerging as an economic superpower and within a generation, there will be more than one economic superpower. India is already accelerating global competition, shaking the foundations of the world economy and moving away from the much discussed information technology area to other sectors such as engineering and automobile, Admitting that there were no standard recipes or shortcuts to success, he emphasized on the need to have a strong and stable home market position, develop high quality operations by building on local comparative advantages and identify ones distinctive capabilities as essential prerequisites for attracting investment.

Delivering his keynote address, Dr. Thomas Abraham, President of GOPIO International said that India will emerge as the biggest 'knowledge production centre' by 2025 if the country utilized its immense potential and "played its cards well". On the opportunity and challenge that the Indian economy offers, he said only nations which were able to create new knowledge from existing knowledge and use that in turn to create wealth would emerge as tomorrow's leaders.

Presentations were made by Philips International, the Netherlands; Atos-Origin, the Netherlands, Euro India 2004 Consortium from France, Alcatel-Bell, Belgium and the Indian Embassy. The corporate presentations outlined to the participants the history of their business association with India and the importance they attach to their India operations. A strategy paper Doing Business in India and Joint Ventures prepared by Varun Sahay and Sunil Prasad was also circulated. The event was sponsored by the Bank of Baroda, State Bank of India and the VIP Industries.

Some of the full presentations are available at the GOPIO website, http://www.gopio.net/gopio_chapters/gopio_belgium/seminar_papers.htm

INDIAN PARLIAMENTARY PANEL CLEARS DUAL CITIZENSHIP

A Parliamentary panel has cleared a legislation on granting dual citizenship to Persons of Indian Origin (PIOs) residing in 16 countries and urged both Houses of Parliament to pass the bill incorporating the suggestions made by it. The 44-member Standing Committee on Home Affairs, chaired by Pranab Mukherjee, endorsed the countries specified by the government.

The countries named in the schedule were Australia, Canada, Finland, Ireland, Italy, Netherlands, UK, USA, Switzerland, Greece, Israel, Sweden, France, Cyprus, Portugal and New Zealand.

It also sought amendment of the definition of "overseas citizens of India" to mean a Person of Indian Origin being a citizen of a specified country or one who was an Indian citizen immediately before being a citizen of a specified country or one who is registered as an overseas Indian citizen by the Centre.

The panel discussed the possibility of treating those who migrated to India from neighboring countries due to religious and political persecutions. It also had a debate on the oath of allegiance for an overseas citizen of India.

"The Committee felt that by affirming or swearing allegiance to Indian Constitution the overseas citizens might not be able to bear allegiance to the Constitution of the country whose citizenship they have acquired and are staying there for most part of the year".

The panel asked the government that it should, while reformulating the oath for the PIOs, fully address the concerns expressed by it.

GOPIO-TRINIDAD MEETS PRESIDENT RICHARDS ON RACE

A five-member delegation from the Global Organization of People of Indian Origin (GOPIO) Trinidad Chapter met with President George Maxwell Richards in November to outline their concerns about perceived racial discrimination shown toward Indo-Trinidadians.

They also recommended to the President that a Presidential Commission be set up to ascertain the perception, hopes and aspirations of the Indo-Trinidadian community, and to investigate complaints about discrimination. In addition, the group suggested that the commission gather data on the socio-economic status of the major groups in the society and the distribution of State funds to various groups to impress upon Government the need to urgently establish the Equal Opportunities Commission.

The President was also urged to set a timetable for constitutional reform towards a more just and equitable society, given its plural nature, and to consider in his appointment of Independent Senators, two Senators to respectively represent the views of Indo-Trinidadians and Afro-Trinidadians. Another proposal was that the President highlight to Prime Minister Patrick Manning, during their weekly meetings, the fears and perceptions of the Indo population, as it relates to crime and other matters.

The delegation, led by GOPIO-Trinidad President Parsuram Maharaj, also included Dr Suruj Rambachan (Mayor of Chaguanas), Sadro Mohammed, Dr. Kumar Mahabir and Khasraj Maharaj.

The meeting took place at Presidents House and lasted an hour and a half, according Parsuram Maharaj. In a release, GOPIO said their request to meet with the President was based on recent events and utterings of State officials, that is, the threats of the PM to use the riot squad against peaceful marching, threats to revise the Treason Act and the refusal by the Central Bank to provide the SDMS with information under the Freedom of Information Act.
